Actually, the Kessel Run, which the Millennium Falcon allegedly completed in 12 parsecs, is an 18 parsec route used by smugglers. When Han Solo said that he completed the Kessel Run in 12 parsecs (2/3 of the actual length of the Kessel Run), he was not referring to the speed of run he made at all.
